Tight Control
As with the Regional Reaction phrase, the player knows his descriptive phrase, but not
the exact percentage of population he controls. Status points are awarded for regions in
which a kingdom has at minimum Significant control, with many more provided for
Control or Tight Control. A major objective in Fall of Rome is gaining control of
regions, and keeping control of them.
Gaining Control
Gaining control of a region provides numerous benefits as shown below:
1.
The King adds +1 to his Rulership, thereby allowing the player the ability to issue
an additional command each turn.
2.
The Influence of the King is increased by 10.
3.
A new Provincial Governor noble joins the kingdom in the largest PC under the
kingdoms control in the region.
4.
The Regional Reaction in the region is improved (reduced) 0.6, enough to move it
to one or two better descriptive phrases.
5.
All neutral PCs in the region raise the banner of the kingdom, coming under the
kingdoms control
6.
A
new legion becomes available to the kingdom. This legion is initially inactive
(has no leaders or brigades) but is available to receive them. Note: a player does
not gain a new legion if he has also lost control of a region. The legions available
to a player are 5 + regions controlled, although a legion is not removed from a
player if a region is lost.
7.
The fog of war in all hexes in the region are eliminated, and the kingdom begins
to acquire limited intelligence on the location of foreign legions within the region
from citizens of the region.
Losing Control
Losing Control of a region. This undoes some of the benefits the kingdom got when
it gained control of the region.
1.
The kingdom loses the point of Rulership he previously gained for taking control
of the region.
2.
Similarly, the Influence of the King is reduced by 10.
3.
The Regional Reaction is worsened by 0.6.
Covert
D. Covert. Intelligence (information gathering), espionage, and counter-espionage are
important to a successful campaign in Fall of Rome. These actions, which are possible
through a variety of activities including reconnaissance, sabotage, assassination, theft,
divinations, diversions, and counter-espionage. The main characters that execute these
commands are Agents and the High Priestess. Each kingdom begins with one High
Priestess, and four or five agents. Level one agents may be hired, as may a High
Priestess, although hiring a High Priestess is very, very expensive.
